Bob Arboit, Senior Partner

Bob’s business career began with labor relations, personnel, and human resource positions with Western Gear, Mattel, Irvine Company, and the Aetna Realty Group. In 1978, he left his position as Vice President, Human Resources for Aetna’s Realty Group and started Arboit Associates, a human resource consulting firm, in order to offer his experience to smaller firms. The firm’s initial focus was on compensation/benefit surveys, benefit program cost analysis, and management development. This work led to a working alliance with Business Planning Service in 1980; and in 1982 Arboit Associates and Business Planning Service formally joined forces in a partnership – Benefits Planning Service (BPS). From its inception, Benefits Planning Service has focused on providing its clients with the highest level of service and support. Bob’s focus has been on the design, implementation, administration and cost analysis of client plans.

Ray Brown, Senior Partner

Ray is an insurance industry veteran with over 40 years of experience. From the very beginning of his career, he was a “Top of the Table” producer; first for Penn Mutual Life Insurance and then for Bankers Life Nebraska (i.e. Ameritas). In 1976, Ray started Business Planning Service, a brokerage firm, focusing on both the individual and group insurance marketplace. In 1980, he initiated a strategic alliance with Arboit Associates, a human resource consulting firm. From the outset, the alliance began to develop larger group clients and in 1982 Business Planning Service and Arboit Associates formalized their working relationship into a partnership…BPS.  Since then, Ray has focused on the marketing and sales of BPS products and services as well as the servicing of existing clients.

Tony Mercado, Sales Manager

Tony has experience in Human Resources and is a former COO of Innovative Medical Management. He brings with him a very unique blend of varying talents to BPS. Not only did Tony experience the consumer side of benefit plans, but he also dealt directly with the insurance carriers from the medical provider side. His background “benefits” our clients because he has seen the claims process from the employees, the employers and the medical providers’ points of view. In other words, he knows what will make a clean claims process to facilitate both employee and medical provider productivity.

William J. Potts Jr., Benefits Broker-Consultant

Raised in Berkeley California, Bill is an Eagle Scout and graduated with a B.S. in business from Linfield College in McMinnville, Oregon.  After three years with Xerox sales in San Francisco, he joined The Guardian Life Insurance Company of America and spent 34 years in group insurance employee benefit sales as Director of Sales for the Pacific Southwest.  In 2008 he joined Pension & Benefit Insurance Services as a benefit consultant, bringing depth to all aspects of group benefits. In 2013 he affiliated with BPS as a benefit broker-consultant.  He specializes in carrier rate negotiations, self –funded and fully insured medical, dental, life, and disability plans.

Celeste Marshall, Office Manager and Benefits Broker

Celeste, a Southern California native, is completing her BBA in Risk Management and Insurance, at California State University, Fullerton.  Having over a decade worth of experience managing medical practices, Celeste has an eye for detail, pride in her customer service skills and the advantage of understanding insurance carriers from a medical provider and patient’s point of view.  Celeste’s role at BPS is to provide the administrative support to facilitate a seamless experience for each of our clients.
