Ray Brown - Benefits Planning Service

Ray is an insurance industry veteran with over 40 years of experience. From the very beginning of his career, he was a “Top of the Table” producer; first for Penn Mutual Life Insurance and then for Bankers Life Nebraska (i.e. Ameritas). In 1976, Ray started Business Planning Service, a brokerage firm, focusing on both the individual and group insurance marketplace. In 1980, he initiated a strategic alliance with Arboit Associates, a human resource consulting firm. From the outset, the alliance began to develop larger group clients and in 1982 Brown Business Planning Services and Arboit Associates formalized their working relationship into a partnership…BPS.  Since then, Ray has focused on the marketing and sales of BPS products and services as well as the servicing of existing clients.

Bob Arboit, Senior Partner

Bob Arboit - Benefits Planning Service

Bob’s business career began with labor relations, personnel, and human resource positions with Western Gear, Mattel, Irvine Company, and the Aetna Realty Group. In 1978, he left his position as Vice President, Human Resources for Aetna’s Realty Group and started Arboit Associates, a human resource consulting firm, in order to offer his experience to smaller firms. The firm’s initial focus was on compensation/benefit surveys, benefit program cost analysis, and management development. This work led to a working alliance with Business Planning Service in 1980; and in 1982 Arboit Associates and Brown Business Planning Services formally joined forces in a partnership – Benefits Planning Service (BPS). From its inception, Benefits Planning Service has focused on providing its clients with the highest level of service and support. Bob’s focus has been on the design, implementation, administration and cost analysis of client plans.

Felicitas Pascual-Brown, Operations Manager

Felicitas Pascual Brown - Benefits Planning Service

Felicitas brings nearly 40 years of public relations, marketing and fundraising experience to BPS. After taking a couple of years sabbatical, she returns to serve as chief operating officer providing the leadership, management and vision necessary to ensure that the company has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively grow the company and to ensure financial strength and operating efficiency.

Tim O'Shea, Benefits Consultant

Tim O'Shea - Benefits Planning Service

Tim’s background includes success as an entrepreneur and co-founder of an innovative, web-based cloud computing payroll and HRIS firm, which grew to have a national presence.  Following the sale of his stake in the payroll company, Tim went on to consult with leading members of the retirement plan design community on process improvements.  He later became a financial advisor and wealth manager, working with high net worth individuals and business owners during his tenure at UBS Financial Services.  Now at BPS, Tim is focused on providing risk management and insurance advice to local Southern California businesses and their owners.  By doing so, he helps his business-owner clients reduce group employee benefits plan costs, and insure long-term business continuity through succession planning.  He believes that BPS with its 35 year track record of excellence in Orange County insurance markets, is best positioned to deliver such solutions. Tim has an MBA from the University of Southern California, a BA from the University of Virginia, and is a graduate of Flint Hill School.

William J. Potts Jr., Benefits Consultant

Raised in Berkeley California, Bill is an Eagle Scout and graduated with a B.S. in business from Linfield College in McMinnville, Oregon.  After three years with Xerox sales in San Francisco, he joined The Guardian Life Insurance Company of America and spent 34 years in group insurance employee benefit sales as Director of Sales for the Pacific Southwest.  In 2008 he joined Pension & Benefit Insurance Services as a benefit consultant, bringing depth to all aspects of group benefits. In 2013 he affiliated with BPS as a benefit broker-consultant.  He specializes in carrier rate negotiations, self –funded and fully insured medical, dental, life, and disability plans.

Shannon Botts, Benefits Consultant

Shannon is a community and chamber of commerce leader in the Greater Los Angeles and Santa Fe Springs area. She is a graduate of Long Beach College and has more than 5 years of experience in insurance and financial planning. Shannon prides her success on the many relationships she has built offering education, solutions, and savings. She looks forward to working with you and helping you to plan for a brighter future!

Celeste Marshall, Benefits Consultant

Celeste, a Southern California native, recently completed her BBA in Risk Management and Insurance, at California State University, Fullerton.  Having over a decade worth of experience managing medical practices, Celeste has an eye for detail, pride in her customer service skills and the advantage of understanding insurance carriers from a medical provider and patient’s point of view.
